SHFE BRAND LISTING REQUIREMENTS The Shanghai Futures Exchange has advised, by way of official notice, to its members and registered producers of its revised Guidelines for Metal Delivery Product Registration.
Guidelines became effective 20 April 2007 and require:- · Existing registered aluminium and copper producers to re-register their production within a two year time frame · These revised procedures are applicable for current unregistered aluminium and copper producers who seek registration
· Similarly, zinc producers seeking registration under SHFE’s new Zinc Contract, effective 26 March 2007, must adhere to the revised procedures

LME STEEL CONTRACTS The London Metal Exchange announced on 24 August 2007 its specifications for its physical deliverable steel billet futures contracts to be launched on 28 April 2008.
· Two regional contracts covering the Mediterranean and Far East with Good Delivery Points at:- · Istanbul , Turkey
· South Korea
· Specification grades for both contracts:-
· Russian Grade: GOST 380-94 5sp/ps
· Chinese Grade: To 20MnSi

LBMA GOOD DELIVERY REQUIREMENTS The London Bullion Market announced on 29 June 2007 its “Revised Good Delivery Rules for Gold and Silver Bars”. These rules become effective on 1 January 2008.
In brief, the revised rules stipulate:- · The cessation of Closed or Gated Moulds · The introduction of a ‘recommended’ pieceweight range for deliverable silver bars
· Measures to improve the safer handling of gold and silver bars.
· Brand marking and Bar numbering methods and requirements.

DGCX STEEL CONTRACT The Dubai Gold and Commodities Exchange publicised on 2 September 2007 that its Steel Rebar Futures Contract will commence trading on 29 October 2007.
· Good delivery location: Jebel Ali Free Zone · Specification grade: BS 4449 (1997) W 460 B Type 2 Rebar

EU REACH REQUIREMENTS REACH Regulation establishes an EU wide regulatory framework for the registration, evaluation, authorisation of chemicals. The regulation entered into force on 1 June 2007.
Key summary points are:- · It is a requirement that EU manufacturers and importers of substances register with the European Chemicals Agency (ECHA) each substance manufactured or imported in quantities of 1 tonne or more per year per company. The requirement to register applies to substances and preparations. · Under Reach metals are referenced as “substances”, metallic alloys are referenced as “preparations” and existing substances are classified as “phase-in substances”.
· Failure to register means that the substance cannot be manufactured or imported.
· Pre-registration allows companies to continue to manufacture / import their phase-in substance until the registration deadline is reached.
· A manufacturer and/or importer must pre-register their substances between 1 June 2008 and 1 December 2008. A list of all pre-registered substances will be published on ECHA’s website by 1 January 2009.
